Can't place floor tiles on terrain
I am not able to place flooring on the terrain. I am able to place it inside my build and on balconies/decks, but it won't let me place it directly on the terrain.

Could you please provide the following information
- Are you using mods/cc in your game ? Please remove them and test without them if you do.
- Is this for any lot or a specific one ? I tested this an for me it was only water lots that do this and I'm unsure if you could place tiles on these before.
