Can you get to those floors by going into build from the map? If you can, I would check to make sure that the apartments on those floors are being seen as apartments by the game.
And what do you mean that there are 3 more floors above the first 2? There should be only 2 plus the roof. You can only have 4 floors above ground plus the roof.

Yes, I can access the floors in build mode so the game recognizes the apartments. I just can't always access those families or move families into those top floors because the arrows gray out on level 2. And apologies, I probably miscounted the number of floors left.

I am having the exact same problem!! Additionally, when this happens, I seem to get the endless load screen bug when trying to load into one of the apartments that I can see, or even when trying to enter build mode from the world screen. Very frustrating!! Any thoughts or suggestions would be most appreciated!!

I used to have this problem as well. It should fix with a new save. If you don’t want to do a new save then you can either:
1: Change those that don’t work to shared instead
2: Use a different building
I am not sure why that happened in the past but once I eventually moved to a new save it hasn’t presented itself as an issue. Have you tried a new save?

I'm having the same issue. My building only has 4 floors and a roof but I can only go up 2 floors from the ground level. I've been searching for a work-around, like how I can move a specific sim into the top unit(s) but haven't found one yet. 😒
