Can't Turn Other Sims Into Vampires

When I go to turn another sim into a vampire (both with "offer to turn" and the "turn into vampire" options), it stops halfway through. My sim only drinks from them, but the NPC won't drink from my sim. Is there a limit to the number of sims you can turn? 

I have no mods, and repairing the game doesn't fix it either.
