Character Values Not Increasing

How often does the bug occur? Often (50% - 99%)
What is your current game version number? Most up to date, not sure
What expansions, game packs, and stuff packs do you have installed? University, Parenting, Get Together, City Living, Tiny Living
Steps: How can we find the bug ourselves? Try to work on any of the character values (eg, volunteering, doing homework, setting the table, teaching sim to say sorry, etc. )
What happens when the bug occurs? The character values will not increase. It will remain the same no matter how many interactions you do
What do you expect to see? The green bar in the pie chart should be increasing / the red bar decreasing
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
None of my character values for my child sim will increase. I tried using cheats to set them all to 0 and spammed a bunch of interactions and still the green bar would be appear. My sim's values were in the red when I first noticed, so it seems to still be decreasing, but after spending 4 in game days trying to build the values, they still would not increase. I tried removing my gameplay mods, but this did not help. I also tried aging up into a teen but this didn't fix the issue either. I haven't played with child sims in a while so I'm not sure when this first started bugging out.
