Cheat Bar

PLEASE PLEASE SOMEONE HELP ME!

For almost a month I can't seem to get the cheat bar to open up. I have taken out my mods, updated my mods, updated my game and repaired the game and I cant seem to fix the issue and its getting really annoying. I've googled solutions and nothing has helped me fix this...
