This item can be found in the neighborhood zone of Whiskerman's Wharf in Brindleton Bay (just behind the Yacht Club).
It can also be located in the debug menu under the name "Public Fire Pit". However, the developers got a bit sneaky here and instead of coal, they simply down-scaled an assortment of black rocks, raised them and clumped them together to give the appearance of "coal" (see next image for a close-up). In addition, when placing the public fire pit debug item on a lot, it does not trigger any visualFX fire.
So no, we never had a functional coal firepit in the game. We only ever had the illusion of one.
- @DMDragonCT Nope it looks similar to TS3 even though I've never played TS3 it doesn't have the logs in it just the coals I'm going to keep looking though
