You can restart the entire event by deleting the accountdatadb file from your Sims 4 folder. When I did the event I sent my Sim to the park and while I was looking for Emit, it just popped up that he was introduced to her, but he never showed up in her relationship panel. Then every time I went back to the park he never showed up. I'm starting from scratch now since I've read some things about how to look for him.
