I don't think this classifies as a bug, rather as feedback, as this is the way the game is designed. You might have your number in the town-phone-book? You usually get these invites after you've done something that people in the club likes. Say if you do a lot of gardening then there is a bigger chance that you'll get invited to Garden Gnomes (pre-made club).
Perhaps a member was walking past your house and saw your garden, and thought "Oh, who lives there, I should contact them about our club!"
Now I know it's not exactly like that bc the NPC-sims are not that smart, but I think that is the "reason". I rather like this feature, but you're entitled to your own opinion.
Maybe rather that changing the "club"-thing, there could be an option in your phone to like "remove number from public phone-book" so that people who are below friend-level can't contact you? 🙂
(I mean Vlad does the same if you have the vampies-pack)

Ok then, this is another feedback thread. (and I have no idea how to move this to "game info" category)
But current design is really BS. I don't know about other people until I talk to them.
Currently npc sims *instantly* know what other people are doing.

After talking to a few people, I can confirm this issue is by design. If you're getting an invite to go hang out on a community lot with a complete stranger, that would be an issue, but just a club invite is by design. I believe the intent was to help surface the new feature (just my personal opinion though).
