Content Failed to Load Error

I opened up my game and noticed all my packs were not installed since the update. I went into the marketplace and saw they were all there. I tried to download them and received an error that says content failed to load please check your connection and try again. I have tried to use my hotspot instead of my wifi and I got the same error. How can I fix this?
