Cooks won't go into restaurant

I made a dinner and while play testing it.  The cooks won't go into the restaurant. They just stand around in the spot they generated from.  Everyone else enters the restaurant. Everyone else can go to the areas that the cooks should be cooking at.   I even put a door directly from outside into the kitchen thinking maybe that was the problem. Nope they still won't enter the restaurant.  Not when I am playing as the owner and not when I am having a different sim visit the restaurant. So there is no one to make the food!! My sims are hungry!!   I did save the dinner to my library, delete the lot and then place it back again.  Then the cooks went into the kitchen and made food. When the restaurant closed for the night.  The cooks wouldn't leave the kitchen!!!  I tried other restaurants I got off the gallery. Same issues.
