In create a sim, the option to add additional sims to a household becomes grayed out, and the message "Unavailable while in a Tutorial" appears when the icon is hovered over. I was able to add and delete sims up until the point I started customizing body hair options. Prior to customizing body hair, I was able to adjust hairstyles/color, outfits, traits, genders, and accessories. I have no custom content or mods loaded on this save.

Where in CAS is this ? When you start a new family or when you take them back to CAS via mirror/.. ?
You say you have no CC/Mods loaded in that save. For clarification does that mean your mods folder is empty except resource.cfg ?

help i was making kid sims and this happened. i literally can not add any adults because its greyed out as well as the gallery. and i can't exit CAS because there are no adults. why

nothing in there but resources. doesnt matter now cuz i just screenshotted the outfits id made for one of the kids, aged him up, then exited CAS and went back in to remake it all. really stupid that the tutorial somehow forbade me from adding any new sims
I’m experiencing this right now. Was a fix ever found?
I found the solution. My game keeps switching on “enable guidance system” in settings. Turning it back off fixes the CAS issue but the fact that it turns itself back on is a new bug 💀
