@thegracet This probably has to do with this bug: https://answers.ea.com/t5/Bug-Reports/TO-TEST-Random-hats-on-situational-outfits-on-NPCs/td-p/6904580 and situational outfits.
The scarfs are hats so Sims can choose them for situational outfits.
Probably best to me too that bug report.
