Do only active sims show up at every gym?

@xochiquetzl_xkvn I thought Darrel Charm had active trait. Yes you're right. Those 2 sims are showing up every gym in my game too, except for my own inactive sims. Also they are level 10 in wellness skill but no one shows up at spa either. :D
@aodoherty Nah, Darrel is hot-headed, a snob, and a bookworm. (I have a soft spot for Darrel.) Paka'a is a goofball, a music lover, and a child of the ocean. (My Sims seem to marry Paka'a a lot, rotfl.) They both spawn in every gym and constantly jog by our houses in all worlds, lol.
My unplayed Sims with a high fitness level sometimes spawn at the gym. It's not like the vet where every unplayed Sim I have shows up with their pets! I can't lock doors to pets in rotational saves because if a single pet has to go to the vet, when I switch into another household the pet will be locked out of their house because they ALL went to the vet.
But I digress. The active trait isn't required.
Also, my Sims with level 10 fitness do spawn at the gym sometimes. I make a lot of them do the Body Builder aspiration.
