Does ‘encourage crop growth’ make crops grow faster?
Or does it just make them grow healthier? All my crops are at ‘healthy’ now and I’m wondering if I should still encourage crop growth.

If you get the super growth fertilizer you will see a huge gain. Available as a reward by running errands or occasionally as gift from Birds/Rabbits. For the normal fertilizers remember to fertilize each day for best results.
@jpkarlsen Every time I've tried to use either type of growth fertilizer I've hit this bug:

That said, I haven't tried it with my lower-skilled sims so it's possible it would work for them.
