Does anyone recognize this problem? (PC)

Even though I've restarted the game and even repaired it, I can't get rid of these menus. They keep appearing. Does anyone know how to get rid of them? I've never even tried to get them to appear, they just suddenly appeared one day. (I don't use mods or CC)
