Do you get any options at all when you click on it? If you do, then you might be able to get it to take neighborhood footage via that option. But if the thing has died then I'm not sure what kind of options you might get. I think the key is getting it to move down to the ground.
Since the drone is an item that will go into a sim's inventory, the owning sim should be able to grab and drag it into his inventory. But if the item has become disconnected from the owner that might not be possible.
If your sim is a spellcaster or if you have one that is, you might try the zipzap spell on another one if one is available. It might float down to the ground that way. But I have no idea if it would work. Just a guess.
