I have this very green lot, tons of trees that supposedly add a green footprint, one spot has like ten of those within each other to boost the footprint, big garden, entire basement painted with gree...

Footprint trends towards neutral, no matter what. It will always trend back to neutral.
Footprint is also affected by not just your lot, but the street. street footprint is affected by the combination of all lots in the neighborhood. If your lot is green and drowning in green objects and behaviors, it will not create a green neighborhood- the other lots in the area are also affecting the footprint.
The system is really poorly designed.
