[ECO] NAP causes Sims to woohoo with step parents/in-laws

My actual sim's boyfriend keeps on getting asked from his mother-in-law if they wanna wohoo?  They aren't even freinds NOR had they EVER interacted romantically... My actual sim also did wohoo with his mother's boyfriend before moving out. I thought it's because he found him attractive or smt. Now it's a pattern and destroying this family 😭

I am not prudish but this has to be a bug!

    Could you please provide the following information

    -  Are you using mods/cc in your game ? Please remove them and test without them if you do.
    -  What platform are you playing ?

    I know now that the cause of it was one of the neighborhood action plans. Which might make sense but again: with your step-parent? Similar to the we carry bag NAP i struggle to abrogate them, when the're already in force.
