The game won't let you change some things for existing sims once you exit CAS after you made them.  Before you go into CAS, use the CAS.fulleditmode cheat.  That should let you edit the relationships, among other things.

Thanks for trying but I mentioned in my post that I hadn't even finished making the household meaning I hadn't loaded them onto a lot yet they were not pre-existing sims and after I did load them I did the cheat command which still didn't help.
