@NissanFan89 The houses in your active neighborhood only will refill at the rate of one family per week. The other neighborhoods where everyone has died will never refill unless you have a sim family active in the world. The game does start to feel very empty, especially working through the legacy or alphabet legacy achievements.
I liked the idea of The Sims 3 open world with houses refilling n what not. makes me want explore and meet more sims. especially if its Lore or easter or just to have interesting sims move in more. but the rate of it of refilling houses in that game is too constant or something.
