I finally figured this out.
Turn on testingcheats true
Turn on cas.fulleditmode
Click on sim to enter "edit in cas"
On the left, make sure you are on the fairy form of your sim
If you click around on the sim you will find the option to change their wings. Change their wings to whatever you want, then exit back to game.
Save.
Now click on your sim, fairy ... it will likely already be set to display fair form so change it back to "conceal fairy form"
Click on your sim again to "display fairy form" ... do this back and forth twice and then the wings should appear again.
