Error code 109:c4a2e22:6b4bfacc

Whenever I load into household I get this error message "The Game failed to load. Error code:109:c4a2e22:6b4bfacc. It is recommended you relaunch the game". I was not having this issue until just now. I took out all mods, and repaired the game, and still will not load in. I have the new businesses and hobbies pack. 

EDIT: I am able to load into other lots and families. I then travelled that family on the small business lot into their home and it loaded in. Saved the family while they were at the house and it loaded in fine both with and without mods. Again both with and without mods.
