Extra spellcaster points?
I have extra spell caster points, and no idea what to do with them.

That happens with all spellcasters. It's normal. There is nothing to spend them on once you have all the perks but your spellcaster still earns them when doing magic so over time they add up.

I mastered my wizard sim and unlocked all perk but exp meter still increasing and gives me points

There really isn't anything to do with the extra points. You should probably just ignore them most of the time. Once in a while, you might want to look at them and marvel at how much experience your spellcaster has gained. I think one of mine has 21 extra points as a first generation spellcaster. I can't even guess how many he might have if he had an ancient bloodline.
I don't know if there are any mods to stop the talent points from accumulating but you can search for that on your own. I don't think there are any cheats that will let you remove them.
