I always enter both testingcheats on and testingcheats true in that order. Also I did a retake turns out it's only when the first name ends with e first names that end with other vowels are fine.
@RaniaKpop So you get an ID and not a don't exist when you use the ID cheat ?
I don't usually go into the ID since I never really had to. All I would do is type in the names of the two sims whose relationship I wanted to modify and that was it.
@RaniaKpop It's just for troubleshooting to see if the game recognizes the Sim.

If you are not opposed to mods you can try TwistedMexis bettercheatconsole mod that can tell you what the game thinks is wrong with the cheat.
Just to recap, turns out it's just these specific names Jihye and Sachiko. I like using Japanese and Korean names for my sims. Any sim with these names, the cheat won't work. There are probably other names I tired where the cheat refused to work so I'll get back to you on that with another edit to this post.
