Father Winter in world - can't move him out

Father Winter shows unplayed, in the world - but he is not in any residence in San Myshuno! I can't find him in any residence anywhere in my game but the picture above says he's in the world ...

Neighborhood stories like to move him in. Just turned them off for Father winter

The gift issue is a known issue.

Does he appear in the split/merge screen ? If so, you can try moving him into a new household. That should evict him from the current (you can also just move him in with someone and then split from there.
