For Rent Bug, Can't Create a 3rd unit on lot

Reporting a for rent bug. Where I have a household that live on a rental lot. There's currently 2 units on the lot. The first one is the main household unit. And the 2nd unit is rented out. 

- bug: the game won't let me create a 3rd unit. As when I hit create unit, it'll just add that room to the first main unit instead. aren't we able to create 6 units per lot? 

- newer player to the sims4

- don't use or know how to use mods.

    @jkund19 

    To create a unit one of the rooms must have a door with access to the common area. There must be a room with kitchen, toilet and living space with at least one bed.(adult). Please provide a screenshot of where you are trying to create a new unit.
