heres what the lot looks like but it has all the requirements and it says suggestions so im wondering why the game is doing that

Do you have this happening with this specific home only or does it happen to if you try building another ?

thiswaspurepain From your 2nd pic, I see no furnishing in apartment 1.  So, that makes me think that you are trying to edit the lot by going to build mode directly from live mode as the furnishings are hidden.  I also see dotted lines around apartment 1 which also indicates that.  If that is so, what you need to do is enter build from the map screen with the apartments vacant and the apartment building unowned to build and/or edit it.

i tried another lot in this same plot but it did the same thing and it has the requrements im not sure if this is specific with the penthouse lot il try a normal lot and see if it does the same thing il tell you my findings

thiswaspurepain I did some testing with a residential rental in a penthouse in San Myshuno and the Torres Amanecer penthouse you are working on.  The only way I got the error you show in your last pic is when I deleted either the mailbox, trash chute or elevator.  So, that error is not really for the rental apartment requirements.  It's for the penthouse requirements.  So, check the penthouse requirements and make sure you have a mailbox, elevator and a trash chute.  My guess is that you will find one of those three items is missing.
