Gates on residential rental lots don't stay locked

I have a farm which is residential rental and everytime I start playing it, I need to relock all previously locked gates for different animals as they have become unlocked since last time I played an...
gameplay issue

I should add that the gates that get unlocked are not on shared land but fenced in areas set to belong to the rental owner.
