Ok I think I figured out what might be causing this. My sim was supposed to be at work during the festival. I continuously clicked on the gaming rig waiting for the option to appear. The moment my sim got paid for their vacation day (their work day ended), the option appeared.
Is this happening again? I have no option to participate in the hackathon......
