Getaway Sims in other roles never showing up

I’m trying out the getaway for the first time so I kept it relatively simple. There’s two roles: campers and counsellors. My played sim is a child in the camper group. He and all 5 other kids are at the lot, no one else is really doing much but they’re there at least. However the counsellors aren’t showing up. I can’t light the campfires without them or get food made for everyone. I’m not fully sure if this is even a bug or do roles simply not show up if you don’t have a Sim within that group?
