Glitch with detective clues, makes arresting the right suspect impossible

I'm having a hard time trying to catch my suspect. I have 6 clues and this is the first time this has happened. I always successfully catch my perps.
The clues are
female
materialistic
Elder
Wearing long sleeve shirt
wearing slacks
Has grey hair.

I have issued several APB'S and i don't ever see anyone matching the description. I have tried arresting others but loose job performance because it's not them.

I'm so confused and i don't know what to do as this is the first time it has happened to me.

Any ideas or help?
