Grim Reaper Event Broken

I started a new save to play through the Grim Event, but then I got the glitch that apparently everyone's getting where the newsletter disappears from the inventory. I couldn't figure out how to fix it so I decided to delete that save and start over in a new one. But now, I'm not getting the task pop-ups to restart the quest! I've created SEVERAL different saves, removed ALL my CC and mods, and tried to restart the event in every one of them, sometimes even letting time pass for a couple of days, but not a single one has restarted the event.
