I'm having the exact same issue, from start to finish. None of my quests for this event are being recorded or finished now, and I've tried a lot of suggestions other people have made, I've even deleted and restarted my game, TWICE!
I took my mods off and did everything i was supposed to do fix it.Updated it and still not working,Even tried to repair it.Still nothing
