Grim staying on Lot

The Grim Reaper seems to get stuck on my lot after reaping their souls. He moves about the lot, but my sims can never talk to him as he has the "plead" command - and it's supposedly before a reaping. He will stay on the lot for a long period of time in game until eventually leaving of his own accord. It's been happening for a while and I have no mods or anything downloaded.
