Has something happened to infants?

Playing a new save, my sim has been trying to get her infant through the milestones.  Day 4, when normally the infants have learnt to sit up, crawl, dance, my sim has only just got her daughter to sit up.  And the milestone isn’t registering properly as she still can “practise sitting”.  Is anyone else experiencing this?
