@SaintMorning they seem to be Victorian Boots that come with Get Famous, they are unused in CAS, so they won't show at all.
You can make them appear with a mod called 'Unlocked CAS Parts'.

You say you're not using any mods, but what about cc? I've looked through the lace-up style boots for both M & F and all Outfit Categories, to no avail, so the best idea if it's custom content is to use LuniverSimsTrayImporter, as it can show which boot it is, and any cc used for a sim (or a lot etc) and is great to work out what cc was used.
note: when an item 'appears' somewhat invisible, it usually means one cc maker has made another copy of the cc, therefore you also need the 'original' mesh.

I did not mention that I don't use CC as it is a synonym with mods for me, but semantics aside, other than the aforementioned mosaic mod, my game is vanilla. However, I have had the game installed over the years despite me not playing it for long lengths, so maybe a fresh reinstall is in order to get rid of any "leftovers", if I've indeed used any CC in the past or just to start fresh in general. That said, before any of that, I will give your recommendation a go to see if the boot is a result of any "crumbs" left behind.
That's ok, and not really 'semantics' imo, 😃 as mods and cc are entirely different, one tweaks the game, the other is well.. clothes and items added to the game. CC, will not be removed by reinstalling, tho you can check here
Documents >> Electronic Arts >> Sims 4 >> Mods (and remove any 'old' cc or mods)
Also try, right-clicking the cog near 'play' (sims 4) and repair your game as well.

Ah, fair enough. I'm used to coming from games like Skyrim or Fallout, or even A Hat In Time where simple clothing or armor down to the big ones that change how the game is played are under one umbrella; just mods. I guess it's a community thing, and also because The Sims seems to go by the CC and mods distinction. We're on the same page though, so we're okay.
As for my findings; the Tray Importer isn't bringing up any CC on my Sim, though I'm not 100% sure I'm doing what I'm supposed to be doing. Let me know if there's anything amiss in the image I attached. I also didn't find any other files in my mod folder other than the mosaic mod. I think I'll just reinstall anyway for a clean slate, since it's been a long time and it's not too much of a hassle, which will double as a repair for the game. If I can't find the boots it's no biggie. I'm not too concerned with actually using them, it's just their existence confounds me. More of a curious thing than an actual issue. Thank you for the assistance, though!
