@cat10475 I don't think those City Living food booths will automatically spawn a vendor/attendant if you place one on a community lot like that. Same thing for the food booths from Seasons I think. You should have the option to hire a vendor for something like 100 Simoleons if you click on the booth. I'll do a quick test & if I can get something to work I will update in this thread.
EDIT- I also found this on SimsVIP:
"When placing these stalls on your home or commercial lots, you can use the “Hire Vendor (§100)” interaction to bring an NPC salesperson to the stall in order to purchase products."
