One of my sims has a workplace rival, but I don't see the option to befriend or sabotage them. I can't even locate them on their list of people they know. At this point I'm open to deleting them from the game if there's a cheat for it.

have you checked the household manager if you can find them there ? Maybe use the befriend coworkers tone while at work ?
There isn't an option on any menu to do anything about it. Rival refuses invites so I can't get him to come to the house.
Frustration made me crack. The sim would have been promoted some time ago if not for this glitch. So I used a cheat and promoted her. She's maxed her culinary career, but the rival still shows up on her job screen.
