House is Emptied After Leaving Lot

I’ve been having a strange issue with one particular lot in Sulani. Whenever I place ANY kind of lot type (Residential, Restaurant, Club, Spa, etc…) on the Sapphire Shores lot in Sulani and leave the lot, whenever I come back to the lot, it loads as an empty lot, with only the structure of the building in tact. 

To elaborate further, the walls, floors and wallpaper still remain but nothing else stays. Doors and windows are missing, along with the objects/furnishings. I’ve searched online and have found people that have had this issue but there never seems to be any resolve.

From what I’ve read, it’s apparently related to the Groundhog Day bug, but not sure if that’s the case as I’ve tried the suggested fix which was to use the “Save as” functionality. It would be great if someone had any insight into this issue as I’ve had it for a year and just gave up. I’d really like to use that lot as I used to use it all the time as it’s a great lot with great views.

I’ve attached an image of the issue I’m having. These images are not of my game but of someone else’s game I found online which details the exact issue I’m facing. I’ve also done the usual repairing of my game and starting a new save, etc… and the issue is directly with my current save. I’ve started a new save and this issue isn’t present. I should also add that I have mods (small mods, Little Ms Sam’s) and cc (Hey_Harrie & Felixandre) but nothing that would affect this. I can confirm it’s not any of my mods or CC as a new save file with said CC doesn’t bring about the same results.

I play on a Windows PC and my save files has been going on since 2015 so I’d really like to avoid a new save, if possible.
