@Engineers_Bacon, there should be an interaction when you have your Sim interact with the cat. Is there not the option of giving catnip in your menu when you click on the cat?🤔
I also have to same problem. I cannot find the action anywhere on the game or an explanation on google. ☹️
Harvest some catnip or buy it, Click on the cat and select give catnip (phrasing might be a little different)
There are 0 options for anything like that. Just the normal pet and pick up and such. It’s probably a bug, I’ll figure it out.
Like I wrote you need to have some catnip.

Figured it out! You have to become companions first! I never had the option to do so, but when my sim and my sim's cat finally became companions, the option to give cat nip showed up! You have to be companions first to give cat nip
