If you place the same Sims frequently, have you considered setting up your own starter save file?
Create the worlds as you want them - place whatever lots & additional townies you usually place - then save it as "Starter" or whatever you want to call it. From then on, when you want to start a new game, open Starter and immediately do a "Save as" to create a new save with all your townies already in it.

Ed6026 Hi! If you want to just add households from the Gallery without going to CAS and saving a version in your Library, you can use the Gallery button from the Map. Check out these screengrabs showing how I placed Lux in a lot I created in Newcrest.
Open the Gallery
Find and place a householdFind and click on the lot you want to use.Click the Confirm buttonClick Purchase HomeThe new household is placed in their new lotWhenever I want to start over with a new character but I want to keep all my townies, lots and such, I use the method that @Pipmenace described. Once everything is in place, go into Options and select Save As. Click the Add New Save button and give it whatever name you want.
Click on the Options MenuClick Save As...Click Add New Save, enter a name and click OK
Find and Load your starter / template save when you're ready
When I'm ready to start over with a new character, I just load this save from the list.
Once the starter / template is loaded, use the Save As feature again, to give it a new name. This way your starter save is preserved for the next time. Then just add a new character or start playing an existing one, and all your favorite sims and lots will already be in place.
