If you want to follow the link on my post #14 just directly above yours you can report this as a bug if you feel it's not working as it should be and if your Sims have no Loyal trait. Using the link go to page 1 and you'll see a Me Too button on the very first post. Click that and if you hit Reply you should get a bug template form to fill in with information about your system. It helps to know your platform and installed packs to address bugs in the game so they can see who is affected.
If you're on PC and are asking about the MCCC mod, just enter the search term "Sims 4 MCCC" in your browser and you'll see the information for the MC Command Centre mod that some PC players use.
