EA/Maxis make the default households for a new world. You are welcome to make your own household to move in to one of the lots in the world. After all that is the main purpose of the game.
so did maxis make the delgato and other townies?
i know how to put townies in houses and other stuff, but i want to make some townies and post it on the gallery and EA/Maxis can edit that with the DLC Items
Yes, Maxis created the default households.
You are welcome to create some Sims and share them on the Gallery but there are no way Maxis would use them or edit them.
