Do you have City Living? That came with a busking station you could use, but I don’t think you really need it.

If you’ve already tried playing on a public lot and haven’t had any interest, make sure you’re not too close to the spawn point. I’ve found that often if I’m too close, all passing sims are already committed to either disappearing or jogging further into the lot and they seem less likely to stop.
