Ok, so, um.. No. Getting the tutoring reward trait doesn't change anything. There is still no tutoring option available, neither with children nor adults. I have only tested with Sims within her family, though, but I doubt there would be any difference with non-related Sims.
So far i have been able to mentor piano and fitness skills with the mentor reward. I am skill level 10 in piano and skill level 7 in fitness.
I was having a hard time getting my sim to be able to mentor, and I think the mentee has to be "practicing" specifically for the mentor to be able to mentor that sim. I don't know for certain, but that is the only way I have been able to get it to work so far.
