@GamerGirl0320200 No, sorry, 7 GB isn't nearly enough to install Sims 4. The installed base game takes about 15 GB total, and the game itself does have to be stored on a hard drive, internal or external, in order for it to run. The disc can transfer the game data to your computer, but your computer can't run the game from the disc.
Aside from the storage issue, it sounds like you have some kind of streaming laptop. Its hardware probably doesn't even meet the minimum requirements for Sims 4, although if you want to be sure, please run a dxdiag and attach it to a post:

Laptops in this class have weak processors with even weaker graphics chips, neither of which is suited to playing games. The storage is usually not sufficient, as you're seeing, plus they may not have enough memory to effectively run the game. Even if you could get Sims 4 installed, there's no guarantee that the game would start, or that if it did, you could play without lag, graphics glitches, and constant crashing. Some computers seem to handle the load better than others; I'm just saying don't count on yours to be able to run the game at all.
