Is it impossible to improve toddler's emotional control?

Is it possible for toddlers to improve their emotional control while they're still a toddler? I'm playing with a toddler with the aggressive trait, and her emotional control is as low as possible. I ...

I figured it out! I find it confusing - if the toddler hits a teddy bear, kicks a Sim, or yells at a Sim, the parenting response affects empathy. But if the toddler hits a Sim, or bites a Sim, the parenting response affects emotional control.
