It's really a strange situation! It seems that your Sims might be too sensitive to interactions that aren't actually happening. If you’re using any mods, it might be worth temporarily disabling them and seeing if anything changes.
Also, sometimes Sims react to “social rumors,” so it’s possible that someone from the neighborhood or friends spread rumors about flirting, even if it only happened in their imagination.
