I am also missing the balloons and I am on PC, I just noticed it after watching someone's stream from a few months back and they said they were base game. I was like huh? I do not have them in my game??
HelloNeveryoumind0_0 They are called “Anti-Balloon Balloons” and are in the wall decorations section of build mode. They are base game. Try searching for them using that name in the search bar.

They were in for a short time then disappeared not to sure why we can’t find them.
