Missing pie menu when sim is clicked + sim not acknowledged

What happens when the bug occurs? Pie menu missing, infant can't ask to be carried by specific sim
What do you expect to see? Full pie menu and option for inant to be carried

I'm having kind of a weird issue with one of my sims. For simplicity, I'll refer to the sim as A. Whenever I play as a sim other than A and click on him, the social menu appears but is missing most interactions. For example, when I click on 'friendly' I only get 'affection' or 'gossip'. In additon, whenever I play as A's infant daughter and click on the crib, she can't ask A to bring her to the crib, only the 2 teens in the house.
